Breaking New Ground: iHOPE’s Participation in the U.S. State Department’s First IPCA Workshop in Lebanon
In June 2023, the U.S. State Department, in partnership with the U.S. Embassy in Lebanon, hosted a groundbreaking workshop on International Parental Child Abduction (IPCA) at Le Royal in Beirut. This event marked a significant milestone in addressing IPCA, particularly given Lebanon’s unique status as a non-signatory to the Hague Convention on the Civil Aspects of International Child Abduction.
The workshop was designed to raise awareness about the serious consequences of IPCA and the urgent need for robust legal frameworks. It brought together legal professionals, parents, and the general public to discuss the profound impact of child abduction on families and to explore ways to strengthen the legal and support systems available.
Given Lebanon’s complex legal landscape, which is shaped by both civil and religious laws, the workshop served as a critical platform for discussing potential solutions to create a more unified approach to IPCA. The event aimed to bridge gaps between Lebanese and U.S. authorities and foster stronger collaboration with international organizations.
iHOPE was honored to participate in this landmark workshop, represented by our founders, Atty. Mohamad Al Ayouby and Atty. Rasha Kayal. During the event, we presented a detailed legal assessment of the IPCA situation in Lebanon. Our presentation highlighted the challenges and intricacies of handling abduction cases within Lebanon’s diverse legal system. We also proposed a collaborative approach involving embassies and civil society organizations in Lebanon to address these challenges effectively.
The workshop underscored the importance of international cooperation and the need for comprehensive strategies to protect children and support affected families. By fostering dialogue and collaboration among various stakeholders, the event marked a crucial step forward in tackling the issue of international parental child abduction.
