iHOPE Represents Lebanon at Malta V: Advancing Mediation in International Parental Child Abduction
In September 2024, iHOPE, represented by Atty. Mohamad Al Ayouby and Mr. Ayman Hamze, proudly participated in the Fifth Malta Conference (Malta V), joining 130 participants comprised of government officials, judges, legal experts, and international organizations. The Conference was hosted by the Hague Conference on Private International Law (HCCH) in Valletta, Malta. It serves as a platform for countries and organizations to address cross-border family law issues, specifically bridging legal practices in civil, common, and Shari’a law systems. This year’s focus emphasized the HCCH Children’s Conventions, which foster cooperation in areas like child abduction, parental rights, and child support recovery.
iHOPE’s presentation highlighted the crucial role of mediation in addressing International Parental Child Abduction (IPCA) cases within the Middle East. Given the region’s unique combination of religious and civil legal systems, mediation was discussed as a culturally resonant approach that aligns well with both Shari’a principles and international family law practices. iHOPE shared insights on overcoming regional legal barriers, leveraging mediation to prioritize children’s best interests, and promoting smoother cross-border solutions.
Malta V also featured discussions on the benefits of international judicial cooperation and the role of mediation even where HCCH conventions are not fully implemented. Through events like Malta V, iHOPE continues to advocate for more effective frameworks that support IPCA victims and enhance cross-border family protections.
