iHOPE’s Engagement in Canadian Embassy IPCA Work Group: A Collaborative Effort to Address Child Abduction
In October 2023, iHOPE had the distinct honor of participating in a pivotal IPCA Work Group hosted by the Canadian Embassy. Represented by our founders, Atty. Mohamad Al Ayouby and Atty. Rasha Kayal, iHOPE joined forces with representatives from eight embassies, a Lt. Colonel from the Internal Security Forces (ISF), and a Judge of Urgent Matters. This important gathering, held on October 4, 2023, followed the U.S. Embassy’s IPCA workshop held on June 9, 2023, and aimed to build on those discussions with fresh perspectives and collaborative solutions.
The Canadian Embassy’s Work Group was designed as a proactive initiative to tackle the ongoing issue of International Parental Child Abduction (IPCA). The primary goal was to brainstorm and develop potential solutions to better safeguard the rights of left-behind parents and their children. The event provided a platform for an in-depth discussion on both past and current experiences in IPCA cases, highlighting the complexities and challenges faced by families and legal professionals alike.
During the Work Group, iHOPE delivered a comprehensive legal presentation that addressed several critical aspects of IPCA. We explained the intricacies involved in obtaining and executing court orders within Lebanon’s diverse legal system, focusing particularly on the role of the Juvenile Court in matters of child protection. Our presentation underscored the need for a specialized task force capable of tailoring strategies to the specific needs of each case. We emphasized that collaboration and coordinated efforts are essential to effectively resolve IPCA issues and protect the rights of affected families.
One of the most inspiring aspects of the event was witnessing the unity and dedication of the Consuls from various embassies, along with individuals from different countries, all coming together for a common cause. The collective commitment to ensuring the well-being and preserving the rights of citizens was palpable, demonstrating the power of international cooperation in addressing complex issues like IPCA.
